Fed: Leaders agree on stem cell research
Federal, state and territory leaders have agreed on a national framework to allow stemcell research.
Prime Minister JOHN HOWARD says the Council of Australian Governments Meeting in Canberrahas made some changes to his original proposal.
Under the agreement, embryo donors will only have to give consent once for stem cell research.
